MongoDB Atlas Serverless: some serverless instances are not accessible in GCP US Central and AWS US East 1

At 20:07 UTC on 09/05/2023, Atlas engineers received reports of connection problems affecting some serverless instances in GCP US Central and AWS US East 1. The root cause was quickly identified as a configuration problem that affected less than 1% of serverless instances in those regions. The configuration problem was fixed at 03:28 UTC on 09/06/2023. The incident was fully resolved at 03:39 UTC on 09/06/2023. We will be publishing a full postmortem, along with plans for preventative measures soon.
